If you read the pages on using neem for scabies you will find that neem leaf paste with turmeric is the tried and tested traditional remedy for scabies anyway.
"The traditional neem home remedy for scabies: If you have access to fresh neem leaves you can prepare the neem treatment that was so successful in a clinical study: pound the neem leaves to a paste using a pestle and mortar, and mix four parts of neem leaves to one part fresh turmeric. Spread the paste on the affected skin and leave to dry."
"Researchers used the neem paste (made of one part turmeric root and four parts neem leaf) to treat scabies in 814 people. Patients were given a scrub bath, and then the neem paste was applied over the whole body and left to dry."
This needs to be done daily.

I have the neem leaves and turmeric, but am really having trouble finding out how to mix them together. Could anyone please tell me how I can go about mixing them together properly. Thank you so much.

Thats great, but do I need to add any water to the mixture to make it into a paste that would allow it to stick on to the skin?

No problem.
How the paste turns out can of course vary, depending how juicy the leaves and tubers were. You can just use common sense. If the result is too crumbly to spread, add a few drops of water. If it's fine as is, don't.
